General Summary of the Job:
The position operates with oversight and guidance from the Assistant Vice President of Operations in carrying out the essential duties and responsibilities outlined below to provide overall leadership, quality assurance, managerial and administrative support for the Ombudsman Educational Services (OES) Learning Centers within an assigned region. It supports the Assistant Vice President of Center Operations overseeing all center operations and functions as liaison between the centers and the school districts’ designated center contacts by establishing and maintaining positive, interactive, working relationships. The Operations Manager (OM) assists in the interviews, hires and training of all center personnel and supervises the Center Directors and center staff to assure OES policies and procedures are implemented in a quality, effective and efficient manner. The position also oversees the timely collection, analyses and presentation of critical information and data in appropriate formats to management, districts and various other audiences as may be required from time to time.
Requirements: • Bachelors degree required and teaching certification preferred • Experience of at least one year each as OES teacher and center director preferred • OES Employee evaluation of “Competent” or higher for each of two previous years • Additional outside previous experience in teaching and/or related business fields preferred • Demonstrated ability to communicate through effective oral and written skills • Demonstrated effective leadership, team building and interpersonal skills • Demonstrated ability to effectively use a variety of database and other computer support systems • Demonstrated ability to multi-task, meet multiple deadlines and adjust to shifting priorities within the organization • Demonstrated ability to achieve a high degree of accuracy in numerical analyses and presentation • Demonstrated ability to implement and manage organizational and educational policies and procedures
Specific Accountabilities:
•Assure the quality and integrity of center operations and compliance with all OES policies and procedures through regularly scheduled, documented audits and visits to centers within the assigned region and through the implementation of various Human Resources, Records and Operations Departments reporting, evaluation techniques and formats. •Assure regular, positive and professional contact is established and maintained with all local district referral staff and other designated personnel so that the needs of the district, its students and those of the organization and its partnerships are met in a quality, effective and professional manner through acquisition and dissemination of information regarding critical district factors to management so that positive working relationships with school districts, other agencies and parents can be maintained. •Assure compliance with all accreditation standards and reporting through participation in site evaluations, self studies, yearly reporting and development /implementation of school improvement plans. •Assure all required records including, but not limited to, student, personnel, equipment and financial records are efficiently and accurately collected, transcribed and maintained in an appropriate, professional, confidential manner. •Assure through the accurate collection, evaluation and analyses of various data from center operations, audits and visits to centers that effective action plans and plans for improvement are established and implemented in a timely manner and that appropriate resources and opportunities are available to meet all operational standards, needs and requirements. •Assess center staff resource needs, assisting as needed in the processes of interviewing, hiring, training, development and evaluation of teaching personnel so that the best qualified staff are appropriately placed and demonstrate the professional skills required to make effective decisions at the center level. •Assist management in developing realistic and accurate center budgets for fixed, variable and capital expenditures through the analysis of historical spending trends and the use of budgetary tools and assumptions. Provide appropriate center budget management controls to assure quality and effective operations during the fiscal year. •Assist management and other departments within the organization as needed by acquiring and providing accurate and pertinent information regarding changes within the school districts having the potential to affect center contracts, schedules, locations, budgets or other factors. •Support the organization’s efforts to develop new and incremental business through assisting with presentations and participation at district, regional, and national school related meetings and conventions. •Complete any and all other tasks as may be assigned in a timely, quality and professional manner.
Physical Abilities and Working Conditions:
•Work is performed in a normal office setting with minimal exposure to health or safety hazards (which may have some exposure to dust, odors, fumes, and noise). •Safety glasses and/or hard hat may be required while performing specific duties as required by on-site contractors. •Substantial time is spent working on computers with sufficient hand, arm and finger dexterity to keyboard required •Requires visual acuity sufficient to read small print words and numbers with hearing ability sufficient to communicate effectively by telephone and in person •Requires ability to travel on occasion outside the office on a daily and overnight basis. Travel is via commercial airline, rental car or the employee’s own vehicle. Some travel may necessitate overnight stays of more than one night.

•Centers within the region operate in accordance with established standards as outlined in the Employee Handbook and Center Procedure Manual. •Center performance for all centers within the region meets the corporate performance goals. •Student and employee records are accurate, current and kept confidential. •Center staff is hired and trained, perform their jobs within the scope of their position responsibilities and are provided appropriate developmental opportunities. •An atmosphere of positive employee relations exists within the region and the individual centers, referring districts and agencies, parents, students and the public. •New business is developed in cooperation with the Regional Sales and Marketing Team. •Communication with the Assistant Vice President of Center Operations and/or other departments within the organization is timely and accurate.
