With more than 25 years of experience as a human resource generalist, Shirley oversees recruiting, management training, employee relations, benefits, salary administration and HR compliance functions. Before joining the ESA team as Vice President of Human Resources, she worked for 13 years at companies providing educational and behavioral health services to at-risk and special needs children in multiple states. Shirley understands that effective management of human capital and facilities are essential to delivering quality education, and her participation in the strategic planning process helps to insure ESA’s continued excellence in serving diverse student populations.
